Editorial: Newsom’s mental health plan needs work before going to voters

Published Tue, 04 Mar 2025 05:05:03 GMT

It’s easy to see the appeal of the $4.7 billion mental health plan Gov. Gavin Newsom wants to place before voters next March. The proposal is designed to provide in-patient treatment facilities and services for 10,000 homeless people with mental health and addiction disorders. The problem lies with the way that the programs would be funded. A portion would be paid by taxpayers through a  new $4.7 bond issue on the upcoming statewide ballot. And Newsom plans to divert another $700 million annually from important mental health services currently provided by California counties using funding from a 2004 ballot measure. As a report released last week by the independent Legislative Analyst’s Office warns, the Legislature needs to take a hard look at the overall impact of the governor’s proposal before voting to put it on the ballot. Getting people with mental health and drug addiction problems off the streets is a worthy goal. But the current county services play a crucial...

49ers camp preview: Rookie Ji’Ayir Brown fits right into safety trio

SANTA CLARA – Ji’Ayir Brown’s position as the 49ers’ top-drafted rookie guarantees him nothing, but his first impression on their practice fields signals he could be an immediate contributor this season.Brown, a versatile safety, has been told to learn from the hip pocket of returning starters Talanoa Hufanga and Tashaun Gipson Sr.“When you look at a guy like Ji’Ayir Brown, he has the DNA we are looking for on defense — a guy that’s physical, that’s smart, that can finish,” defensive backs coach Daniel Bullocks said.Bullocks wants Brown and any young players to first learn their job before competing for a starting role. Bullocks has coached the 49ers’ defensive backs since 2017, and this offseason brought him a promotion from safeties coach to defensive backs coach, under new coordinator Steve Wilks. Here is how the safety unit looks in Bullocks’ eyes heading into this week’s minicamp:HUFANGA’S ‘DIRTY EYES’Hufanga became a full-time starter last season a...

Opinion: Something is wrong with California’s homelessness spending

Published Tue, 04 Mar 2025 05:05:03 GMT

California put aside $7.2 billion to address homelessness in the 2021-22 state budget. Last year, there were an estimated 172,000 homeless statewide, which equates to spending nearly $42,000 per homeless person.Spending of this magnitude — which only accounts for state money — is sufficient if it were applied effectively. The worsening crisis indicates that something is off with how the state spends its resources. This perspective is important in light of a comprehensive homeless survey by UC San Francisco. Many of its findings are enlightening, but too many of its suggestions call for more spending. It strains credulity to believe that spending $42,000 per person is insufficient, but if bumped up to $45,000, all will be OK. California does not have the worst-in-the-nation homeless crisis because it spends too little.Continued calls for more government subsidies supporting the state’s ineffective housing-first approach will waste money while failing to alleviate the emerge...

Published Tue, 04 Mar 2025 05:05:03 GMT

Little libraries — through which people can share books in their neighborhood — are a common sight in the D.C. region, but one that was set up in Kensington, Maryland, had drivers hitting their brakes. This little library on McComas Avenue in Kensington didn’t look like a little wooden birdhouse, but instead a Montgomery County speed camera.“I got a kick out of it,” said Matthew Fairbank, who found the mysterious library along the road outside of his home last weekend.Once he saw it, Fairbank said he ended up sitting on his porch and watching as cars would slow down on the road — which has had a long history of vehicles, many driven by nonresidents, speeding through the neighborhood as a cut-through between Connecticut and Georgia avenues.“That’s actually the first time — I’ve been living here now three years — the first time I’ve seen people slow down in front of my house,” Fairbank said.Tuesday morning, after media reports about the library went out, the county’s ...
